We used to call the Constitution Act, 1867 "the BNA Act". It determines what the federal government and the provinces are allowed to do. The provinces have "exclusive jurisdiction" under section 92. Municipalities can do nothing in law without permission from the province. Municipal law and planning/zoning law are controlled exclusively by the province. The feds have limited "spending power" that affects some provincial areas of jurisdiction e.g. health and CMHC.
