Gross Fiscal Cost = Direct Carbon Cost + Indirect Carbon cost

Gross Fiscal Cost includes Direct Carbon Cost (the table above as it applies to an average family in Ontario) and Indirect Carbon Cost. According to the Parliamentary Budget Officer :

"direct costs to households include the federal fuel charge

applied to their consumption of heating fuel and private transport (such

as motor gasoline, diesel and lubricants). Indirect costs capture the

federal fuel charge that is passed through by firms to non-energy

products that households consume." (Footnote 8 to page 1 PBO 2023)
